Out of the Fog Marketing

My account was hijacked and I suspect after speaking with Google this problems may be fairly large. Short 3 letter new Campaigns were created that targeted keywords ring tones, car loans. The text ads which were nonsense used text like aaaaaaaaa or cccccccccca linked to throw-away domains. I notified Google of the hacking and disabled the campaigns.
However several thousand dollars had been “spent.”
It's impossible to get voice contact with a billing person at Google Adwords. There is confusion about "credit" and write off.
With any normal store or online retailer a fraudulent billing issue
gets top priority and a credit is issued immedaitly. This makes me think this is a VERY large problem at Google?
